To understand the value of linking, consider the classic example on the web. The IRS was run by a retired computer executive for a few years. He didn't make the agency any friendlier per se, but he did spearhead a great website that has so much information on it that it is pretty staggering.
As you can imagine, the IRS doesn't have any active search engine optimization program underway. Still, it appears in the top 10 on Google, Yahoo and MSN for thousands of keyword phrases. Why? Well, millions of sites link to the site of the IRS because it is packed with useful information. With millions of votes, the site goes top 10 regardless of how many SEO "rules" it breaks.
You and I are going to have a tough time getting a million links to our sites, so we need to pay attention to the rules related to linking. The simplest of these rules is the one regarding relevance. Basically, you should only trade links with companies that are relevant to the subject matter of your site. If you are selling books on marketing, don't link to a casino site.
This is a simple rule, but not a day goes by that I don't receive a request on one of my sites for a link exchange from some site that isn't even close to being relevant to the subject matter of mine. At a minimum, this is incredibly annoying. Worse, it shows that some people are either disregarding the basics or just ignoring them.
If you want your site to get top rankings, stick with the basics. They are called "basics" because they work. In this case, that means linking only to sites that are relevant to the subject matter of your site.
